Hi there,

It doesn't matter where you lodge from, as long as you give the department reliable contact details so that they can contact you.

It's possible to get a tourist visa to allow you to be with your partner in Oz during processing, but you will have to go offshore to get the visa when it is granted. Again, you can make a quick trip anywhere out of Australia when the time comes.

By what you have stated if you have not been residing together for more than 12 months you should look at applying for the PMV and not a partner visa as that will have every chance of being rejected.
Have a good study of the different requirements @ Family - Visas & Immigration if you have not done so already.

As to how long to wait before applying for another tourist visa, that is somewhat a flexible situation and you may note there is a reference @ Tourist Visa (Subclass 676) but people have been granted tourist visas whilst awaiting a PMV or partner visa to be processed and in the case of where you have already been on a tourist visa that is just something they may take into account but hopefully it'll be OK, only real way of finding out will be to apply.
Seeing as it does take quite a while to get evidence and an application together and then possibly processing time, you may want to see how you go for applying for a longer term tourist visa.
