Visa subclass 176 - 12 month waiting period

At the moment, the visa I want to apply for (Sponsored 176), has a 12-month waiting period attached to it, i.e. it is said that it will be granted/not granted within that time frame.

I was just wondering when immigration considers the start of those 12 months to be: when you submit a complete application, or when a case officer is assigned?
