Questions on General Skilled Migration

I am an overseas medical doctor who have studied PhD degree in Australia. I just submitted my Ph.D. thesis a few weeks ago and now consider to apply for permanent residence on-shore.
I meet most of the requirement of the immigration criteria: age, English language ability, 4 years study PhD. in Australia. The only thing I have not had is skill assessment. I studied medicine overseas. According to the requirement of skill assessment, I need an AMC certificate which includes 2 exams: MCQ and clinical. I passed the MCQ exam, and about to register for the clinical exam. Due to the waiting list of clinical exam is quite long, it will take ages till I get my turn in the exam. I wonder is it possible to apply for the Skilled Graduate (Temporary) visa (subclass 485) to wait for the skill assessment or I still can apply for permanent residence while waiting for the clinical exam (I have been working in Australia as a postgraduate trainee with conditional registration with medical board for the last 4 years, my contract ended after I submitted the thesis). Both of these categories requires skill assessment.
Could anyone give me some advices?
Do you know any lawyer who deals with this situation? Thanks
