Some questions regarding the Skilled migration visa application

Hello and thanks again for your helps.

I got some questions to ask and would be grateful if anyone can help me with them;

about me: I am going to finish my study at 10 June. doing IT .
new immigration rules will be applied from 1 July.
I need to get my degree assessed by ACS (Australian Computing Society) which is going to take apparently around 2 or 3 month. which will be after 1July. I am trying to apply before this date.
first, can I lodge my skilled migration visa application before 1 July without the final result of ACS (with something that shows I have applied and the result will be sent as soon as it is ready)

if my first question's answer in negative, I need to apply based on the newly introduced rules.
1- my brother is here and a citizen. does this help me?
2- I have a more than a year of working experience but 20 hours per week. does this still count and help me?
3- my native language is Persian which has apparently got 5 points. now the question is do I need a university degree in order to prove I am a Persian speaker or my high school would be enough or I got any other options to prove it?

4- I am going to have my bachelor degree finished in one month. there are two parts in the new skilled point test related to study I guess, first "Qualifications (Australian or recognised overseas)" and second is "Recognition of Australian Study" do I obtain both sections points??

I Seriously doubt this, as otherwise, everyone else would also do this, but check with someone else to be sure.

You can apply for a sponsored-visa 176 (relative) though I am not sure how that works and whether your job matters or not.

No clue, but it sounds like one year, even if just with 20 hours is still too little. Have you checked how much you need exactly?

No it's not enough. You need to take a special test whose name you can find on the immi website.

If you have not studied in Australia you don't get the second.
