off shore Thai police check - no work documents

Anyone know if it's still possible to get a Thai police check without documents to prove where a person worked when there? My husband only has his work permit but no other documents. We've got the 3 sets of finger prints done and can get photos and certified copy of passport but they seem to need other work documents. Advice from the UK Thai embassy was to ring the department in Thailand. Husband did that and they hung up the phone because they didn't understand what he was asking.

Also.... How 'certified' will they require the passport. They don't have a list of occupations for certification. No sure if they'll only accept it if certified by a government organisation or whether we can try something like a notary public.

Thanks in advance if you're able to answer my questions.
