Prospective marriage visa refused, No rights for New Zealander living in Australia

Hey everyone, If anyone could shed some light, I am in desperate need of advice.

I am a 25 year old male New Zealander who has lived and worked in Australia for the past 13 years (Since i was 13). I completed high school and an apprenticeship here in Australia. Due to arriving 6 weeks after february 26 2001, I am unable to become a permanent resident or apply for citizenship. I have no ties with New Zealand other than relatives. No banks accounts, property, nothing. My whole life is now in Australia. I have property here and work full time.

I have never sought to seek citizenship or permanent residency, However 2 years ago i met a russian woman on my travels who after 2 years of a long distance relationship, is now my fiancÚ.

I recently made an application for my fiancÚ to come and be with me permanently, Using the (prospective marriage visa) subclass 300

I recently received an email from the Australian immigration in regard to the visa, Based on my (SCV) Special category visa - For New Zealand citizens, I have now been refused and unable to sponsor my fiancÚ on the grounds that i am not eligible to sponsor as,

I am not an:

-Eligible New Zealand citizen (Arrived after Feb 26 2001) - Arrived April 11
-Permanent resident (Unable to apply because of above)
-Australian citizen

Me and my fiancÚ feel like we are all out of options, The frequent flying to be with each other is now becoming un-affordable and impractical not to mention the emotional strain of long distance now becoming even harder when being told we have been refused. Im not even sure that if we applied for the same visa in New Zealand we would be granted a visa, As I do not live there. We are stuck.

It has been a really demoralising, I have lived here for 13 years, I pay my taxes, Have property, An Australian Education and trade certificate. I am more Australian than most.

I would appreciate it greatly if anyone is able to help, My only wish is that we will be given the opportunity to fulfil our plans of a life together and have our visa granted.
