Skill Recognition Application (Engineers Australia)

I am new on this forum.
I am an Indian Mechanical engineer working in Dubai. I have got 2.5 years of work experience. My IELTS average score is 7.5 ( Reading 9, writing 6.5, listening 7.5 speaking 6.5 ).

Am I eligible to apply for skill recognition to Engineers Australia? ( Asking this question as I have not scored more than 7.0 in all the sections of IELTS)?

If yes, kindly tell me the procedure....(Please note that currently I reside in Dubai)

Thanks and regards,
