De facto Visa but Don't live together sometime

Hello Everyone

My story is
I'm studying in Sydney the Course will finish in the end of this year
but My Partner ( OZ ) lives in Perth , We see each other as often as i can
but all evidences that in our name are sent to his address in Perth
and we got the NSW Relationship Certificate , all the evidences had almost 6 month old now , My Questions are

1 ) Could i use those evidences apply for the De facto Visa While i'm in
sydney or should i move to Perth first ?

2 ) Do we have to wait until the 12 month requirement before we can lodge
the application ? (We got the NSW relationship certificate)

3 ) if i could lodge the application before 12 month Where should i lodge
Sydney or Perth ?

Please i need some advice or similar situations

Thank You very much

For your second question, no - if your relationship is registered you can submit your applicationas early as you want, you don't have to meet the 12 month requirement howver you must provide evidence that your relationship is genuine and ongoing.
