Help 119 visa offshore, can I get it??????

Hi every one, im new here. DIMIA sent a email to my agent telling them I need to leave AUS n get the visa label offshore. how ever, the email is pretty informal to me. the email is like this:

I refer to the abovementioned application. I have now assessed the application, and find that all requirements have now been satisfied.
However, the applicant for subclass 119 visa must be outside the Migration zone (ie. outside Australia) at the time of grant.

DIAC movement records indicate that the applicant - xxx is currently in Australia, and therefore the visa cannot be granted at this time.

Please consult with the visa applicant about this matter, and advise me of the intended travel arrangements to depart Australia as soon as practical

I would like to depart Aus n have already booked the flight ticket. but one thing i really concern about is that im currently holding the bridging visa A, If I leave Aus n have trouble to get the new visa to come back, I will be like dead meat.

so the question is, should I apply a BVB before I leave? My agent told me not to do this, as it will make the case complicate n eventually has negative effect on my visa labeling. Is it true? Is there any risk like I leave Aus but not be able to get the 119 visa?

Please address my stupid question, thanks every one.
