lodging application in processing center within Australia or overseas?

I am an overseas applicant applying for a 175 visa . Do I need to lodge my application through the regional processing center of my country or can I directly apply to any of the processing centers in Australia? If I can apply , will there be any difference in applying from the two different locations?
