Quick question, in regards to uploading the evidence are there like text boxes to explain what the evidence is and shows?

Like for example i have a copy of the phone contract my partner signed up for me, which I have paid for since being issued.

Will there be somewhere to explain that ?

Also do the passport pictures need certifying?

When you upload evidence, you are given the ability to assign a category, e.g. identity documents, etc. I suspect there's one labelled "relationship evidence" or something reasonably relevant. You are also given the ability to provide a very brief note so I'd suggest you simply put something along the lines of "Phone contract paid by sponsor" or whatever is relevant. You can also write an applicable note on the document before you upload it. For what you describe, I'd probably write "Phone contract paid by sponsor - see bank statement", and then also upload the bank statement with that transaction highlighted with the note "Phone contract paid by sponsor"

DIBP will accept colour scans that are not certified. It's only if you upload black & white documents that you need to get them certified.
