Past visa refused, apply for 820?

Hey, just a quick question, I'm currently on an ETA visa and me and my partner are going to apply for the 820 visa. Before I came to Australia, 2 months ago, I had applied for an eVisitor visa but was refused. Then I applied for an ETA through a travel agent in NZ, which was approved so I was able to enter Australia.

But on the form 1026i, it states that:

You can only apply for a limited number of visas if you do not
hold a substantive visa (any visa other than a Bridging visa or a
criminal justice visa), and:

• you were refused a visa, other than a Bridging visa, on or
after 1 September 1994 and since last entering Australia; or...

Does this mean I can't apply for the 820 partner visa becuase I had a eVisitor visa refused whilst I was outside of Australia?

It was refused on the basis that I had not made connections again with my home country and that I had been in Australia for over 600 days.

I've check the conditions of the ETA and they are:

8115 - Limited activities
8201 - Maximum 3 Months Study
8527 - Tuberculosis free
8528 - No criminal convictions
